Useful datasets are too often opaque blobs: a download, a permissive promise and no practical way to understand the record.
How it works
SE–003 treats provenance, field definitions and changes between releases as part of the product.
Current state
Prototype. The schema exists; the release does not. We will not publish sample rows as if they were a product.
